We are excited to introduce Lollipop Builders, an initiative to empower nations, institutions, and ecosystems with a sovereign blockchain infrastructure. Leveraging Polkadot’s architecture and PolkaVM technology, our goal is clear: enable digital sovereignty through decentralized, high-performance systems.
Who We Are:
We are long time support in Polkadot ecosystem. Lollipop is an initiative to empower nations, institutions, and ecosystems with sovereign control over their digital infrastructure. Built on Polkadot’s architecture and powered by PolkaVM, Lollipop enables seamless execution of Solana Virtual Machine (SVM) environments - without sacrificing autonomy, performance, or interoperability. We have already realized sPBF integration with PolkaVM and are actively developing this technology. You can learn more about it here.
Our team combines deep technical insight, ecosystem connectivity, and geopolitical awareness. We aim to position Polkadot’s JAM, PolkaVM, and governance mechanisms not only as technical achievements but as critical infrastructure for global digital sovereignty.
Meet Our Team
Qinwen Wang, X Founder of Lollipop Builders, translator for JAM Gray Paper Chinese Version. A window for Western Media to understand Web3 and digital art. She curated “Virtual Niche”— the world’s first NFT exhibitions—staged at Beijing’s UCCA Lab. Qinwen is one of the Polkadot Council Member when Polkadot Network launched.

Melida, Marketing & Operations: With extensive experience in blockchain operations across DeFi and privacy computing, Melida has successfully driven growth through strategic content, vibrant community building, and impactful campaigns.
Yipin, Technical Lead: Ex-Huawei. A Computer Science graduate from USTC, Yipin brings expertise in foundational systems engineering, specializing in operating system internals, advanced compiler infrastructure, and robust virtual machine implementations.
Stepan, Head of Research: Stepan is a seasoned expert in blockchain ecosystems, DeFi, and Web3 technologies. With a deep foundation built since 2017, his experience spans ecosystem research, investment analysis, technical writing, and strategic consulting.
Our “Political Philosophy”
We are primarily interested in technical innovation and expansion of Polkadot, not only from a marketing perspective, but also in terms of implementing the use of PVM and related technologies including JAM in practical use cases, including regulated domains.
We deeply understand the Asian market and the nuances required for successful Web3 adoption across diverse cultures and regulatory environments. Our experience in navigating and integrating within these markets uniquely positions us to foster regional growth and international collaboration.
Technologically, Polkadot JAM and PolkaVM serve as an ideal foundation for our initiative, smoothly integrating with Solana’s high-throughput environment. Transitioning to RISC-V architecture further amplifies optimization potential, enhancing performance, scalability, and versatility in deploying sovereign infrastructures.
Our contribution
At Lollipop, we bring a unique blend of technical depth, governance experience, and a global outlook. Our vision is to scale true decentralization and co-create digital sovereignty - rooted in open, high-performance infrastructure. We are committed to actively voting on and evaluating all referendums based on their real utility and long-term value to the ecosystem, rather than popularity or vague promises.
We apply a critical and principled approach to treasury spending. We do not support proposals with vague OKRs, unjustified budgets, or inflated resource estimates. Transparency, fairness, and execution track record matter. The Polkadot Treasury is a powerful tool—but not an unlimited one - and we believe in using it responsibly to grow the ecosystem sustainably.
Joining the Decentralized Voices program represents an exciting step in our journey and a meaningful opportunity to contribute to the evolution of Kusama governance. We’re ready to bring a constructive, technically informed voice to the table—and to grow alongside the community as we shape the future of Polkadot and Kusama together.
