This is Dr. Cao, I am writing to you today to apply for the cohort 3 of decentralized voice initiative as the founder of AIWeb3 DAO (aiweb3 | Twitter | Linktree ) and represent the AIWeb3 DAO, the most vibrant Chinese community within the Polkadot ecosystem. Our mission has always been to amplify the voice of the Chinese-speaking community, support Chinese content creators, grow Polkadot community, ensuring it plays a pivotal role in shaping the future of Polkadot. With over 15,000 followers on Twitter and daily active engagements across Discord (8500+ members) and Telegram (2500+ members), we have established ourselves as a central hub for discussion, education, and collaboration surrounding specifically Polkadot and Polkadot ecosystem.

About AIWeb3 DAO and contribution to openGOV:
AIWeb3 DAO stands at the forefront of decentralized Web3 education, supported by the Polkadot/Kusama Treasury (AIWeb3 Chinese Unit proposal (爱Web3 中文社区提案) - June, 2024 - December, 2024 with monthly updates below the proposal). Our community consists of 20 dedicated content creators who collaborate with numerous Polkadot parachain projects to organize contests and promote the ecosystem, such as the recent on-going video competitions with Astar Network, InvArch, and Bifrost, etc. Each contest has gathered around 20 submissions, demonstrating the enthusiasm and talent within our community. We also participated in the Polkadot Decoded Asia in the round table and also set up a booth and interview several participants.
As a staunch participant in the Polkadot ecosystem, I have personally contributed through video tutorials covering various Polkadot products, from crowdloans to tools in Polkadot eco, making complex concepts accessible to all (My Chinese video channel: https://www.youtube.com/@WEB3EduInvestment ). Our efforts are further bolstered by prominent voices in the ecosystem, such as Ben (https://www.youtube.com/@BentheVC) and Xiucai (https://www.youtube.com/@xiucai-finance), and Kyrie_AIWeb3 (https://www.youtube.com/@Kyrie_aiweb3), and our official youtube channel (https://www.youtube.com/@AIWeb3DAO) , who bring deep understanding and reach within the community.
As a Kusama Decentralized Voice (DV) in Cohort 2, AIWeb3 has actively contributed to OpenGov by fostering transparent communication and engagement within the community. We have organized weekly Twitter Spaces, where we discuss treasury proposals and gather valuable insights. In addition to collecting feedback from AIWeb3 members, we make decisions based on community feedback and the discussions held in these Twitter Spaces.
Just like what we said in our previous DV proposal, we not only provide feedback but also extend support to projects that secure funding. We promote these projects within the Chinese community, invite them to join our Twitter Space to share updates, and actively encourage Chinese builders to submit proposals.
Our presence on Polkassembly or Subsquare is strong, where we leave comments on each proposal and share our contact information, including our Telegram group and Twitter Space invitations, to facilitate further discussion. In our Twitter Space sessions, we ensure bilingual communication—translating between English and Chinese—so that participants from both communities can communicate effectively. This effort has greatly supported seamless interaction for the broader community, helping bring in more diverse voices and ideas.

Political Philosophy
We are applying for the delegation from Decentralized Voices initiative, as we are confident in our ability to contribute meaningfully and consistently to the governance and progression of Polkadot ecosystem. Our philosophy is that proposals applied through Opengov should have profound understanding of the ecosystem, commitment to contribute over the long term, and a willingness to invest all necessary resources into Polkadot’s growth just as myself and AIWeb3 have been doing. For example, my YouTube channel exclusively talks about Polkadot and Polkadot ecosystem projects by sharing all the new products in Polkadot. Moreover, I chose to build AIWeb3 community during the bear market when Polkadot communities lost faith, so that the core Chinese Polkadot community had a hub to get the latest of the project and focus on the long-term goal of Polkadot rather than on the daily fluctuation of token price. We have been consistently producing content introducing the latest innovation on Polkadot. Furthermore, amid the backlash of misuse of Polkadot grants through OpenGov - We advocate for a measured approach to funding new projects and support of KOLs, gradually increasing their allocation based on performance. For established projects and KOLs with proven track records, we aim to provide ample support, recognizing their sustained contributions.
Here are the summary of our Philosophy:
- Deep Understanding of the Ecosystem: We believe that proposals submitted through OpenGov should demonstrate a profound knowledge of the Polkadot ecosystem and its intricacies.
- Long-Term Commitment: Successful proposers should show a dedication to contributing to the ecosystem over the long term, not just focusing on short-term gains.
- Investment in Polkadot’s Growth: We advocate for a willingness to invest the necessary time, resources, and energy to ensure Polkadot’s growth, just as AIWeb3 and its founder have done.
- Building Through Bear Markets: AIWeb3 was established during challenging times when faith in Polkadot communities was low, providing the Chinese Polkadot community a hub for updates and a focus on Polkadot’s long-term goals rather than short-term price fluctuations, and we wish to support the projects who continues building in Polkadot through the bear market.
- Responsible Approach to Funding: We advocate for a careful approach to allocating funds in the Polkadot ecosystem, gradually increasing support for new projects and KOLs based on their performance, while ensuring that established contributors with proven track records receive ample support.
- Support for Sustainable Growth: Our philosophy emphasizes supporting key opinion leaders (KOLs) and projects that have shown sustained contributions and a commitment to the Polkadot ecosystem’s growth and development.
- Support collaborative proposal: We would like to support the proposal who can bring different projects together in Polkadot and even outside of Polkadot.

Voting and Support:
Our support for projects extends beyond voting. For those receiving grants, AIWeb3 DAO is committed to helping them grow their Chinese-speaking community. We intend to promote their products through our content creators, engage our community in their testing phases, and facilitate connections with other Polkadot ecosystem projects. We believe in the collective strength of the ecosystem - that together, we are more than the sum of our parts.
If granted this opportunity, I, along with KOL Ben, as the initial sub-DAO team under AIWeb3, will organize weekly Twitter Spaces to discuss all proposals in Chinese, inviting the entire Chinese-speaking community to contribute ideas and support the projects to success. Ben and I will also continue to expand the sub-DAO and attract more experts in Chinese to participate in the OpenGOV.
