Public Governance Philosophy & Agenda—Cohort 5

Introduction
Hello Polkadot community! As the current BD lead in Iberlabs (Spain & Andorra), I have taken the responsibility to drive strategic initiatives for this region. Since 2021 I have been an active member of Polkadot, starting as a community ambassador, bounty curator and moving to strategic partnerships and institutional adoption and financial institution integrations.

I am pleased to submit my governance philosophy and commitments as a candidate for Cohort 5 (DV-Light Guardians) of Web3 Foundation’s Decentralized Voices.


1. Governance Philosophy

Pragmatic and Impact-driven
The governance approach I use focuses on delivering practical outcomes instead of theoretical or speculative value. The proposals that I support must provide measurable outcomes while having a clear structure and must demonstrate benefits for Polkadot ecosystem growth, adoption, and sustainability.

Transparency and Accountability
Each governance action I will take as a delegate will be accompanied by a public explanation to help explain my decision-making process. I will make every effort to provide clear explanations for each vote I make to help the community understand my decisions and spark meaningful discussions.

Proposers can reach out to me through Telegram @jig7709 or email georgiivanov@polkadotspain.es before proposal submission for feedback and addressing possible concerns. I will try to do my best to maintain straightforward communication to provide useful feedback to the community efficiently.


2. Areas of Expertise & Focus

Area Approach & Contributions
Business Development • Leveraging institutional networks (financial, governmental, and enterprise-level) for practical integrations. • Supporting initiatives that concretely expand DOT usage and real-world adoption. • Encouraging strategic partnerships that provide clear growth metrics.
Core Research & Development • Support for proposals directly enhancing the Polkadot core technology stack (e.g., parachain tooling, interoperability improvements). • Careful evaluation of technical feasibility through expert consultations and cross-validation with trusted technical sources. • Advocating efficient use of treasury funds on proven technical outcomes. • I will abstain from voting if I do not fully comprehend the technical details or implications of a proposal.
Decentralized Applications • Heavily scrutinizing DeFi, Bridges, RWA, AI, DePIN, Smart Contract Platforms, and Payment Rails proposals, approving those with clear market validation or strategic importance. • Focused assessment based on effectiveness, adoption potential, and measurable user impact.

3. Criteria for Evaluating Proposals

  • Clarity & Purpose: The proposal should specify the problem it addresses along with its solution.
  • Realistic Milestones: The proposal must specify achievable deliverables together with realistic timeframes.
  • Budget Efficiency: The requested funding should match the projected outcomes with careful attention to retroactive and oversized funding requests.
  • Ecosystem Integration: The proposal should demonstrate how it enhances Polkadot overall goals and ecosystem health and long-term sustainability.

4. Communication Channels

  • Preferred Channels: Telegram (for quick, informal interactions) and Email (for detailed, formal discussions).
  • Pre-Proposal Feedback: Proposers can get advance feedback from me on their proposals.
  • Post-Vote Transparency: All vote rationales will be made available through Polkadot governance platforms after voting.

5. Outreach & Marketing Proposals

The established treasury bounties for events, meetups, and marketing should be the first choice for funding requests. The treasury will support proposals for outreach activities only when there are exceptional circumstances or when the proposals reach their respective bounties funding limits.
