Reduce child bounty claim duration (8-day delay) **Update: 8 day delay reduced to 0 in latest runtime changes

Currently once a child bounty is awarded, need to wait for 8-days before claiming the child bounty.

This constant appears to be used for the 8-day delay.

Main concern is fiat salary gets credited in a day, but the wait is really long here. I understand the constant defined must be for some security reasons. But is there any scope of reducing the delay period from 8-days? Does it make sense to open a Wish-For-Change referendum or an RFC instead?
