We are OneBlock+, and we sincerely apply to become members of the fourth cohort of the Polkadot Decentralized Voices (DV) program. As long-term contributors to the Polkadot ecosystem, we had the privilege of serving as members of the second DV cohort. Although we were not selected for the third cohort, we have never ceased our efforts in building and supporting the ecosystem. Through this application, we hope to continue contributing to the governance and growth of the Polkadot ecosystem.

OneBlock+ Developer Community is the earliest and largest Chinese developer community of Polkadot, established at the end of 2018. After 6 years of accumulation and precipitation, it has grown into a leading substrate & polkadot developer community in the industry. With a mature community ecosystem, we build a comprehensive growth path for developers by producing substrate-related technical articles, organizing online and offline technical activities, offering a series of developer courses, and hosting the Polkadot Hackathon, continuously enabling developers to explore the Polkadot ecosystems. Why is Oneblock+ Applying to Become a Candidate？
Oneblock+ is a long-term contributor and active member of the Polkadot community: Since 2019, Oneblock+ has been focusing on the construction of the Polkadot Asian developer community, training43,000 Substrate developers and more than5300 projects to join the Polkadot ecosystem, and has gotten Polkadot Treasury funding98 times, one of the few long-term contributors.
Oneblock+ focuses on the Chinese developer community, resulting in lower awareness and limited interaction with communities in other regions. And we noticed a lack of representation from the Asian region within the Polkadot community, which resulted in many users’ voices and concerns not being adequately communicated to the community. Joining the Decentralized Voices program provides us with a great opportunity to connect with teams and individuals from other regions who contribute to the Polkadot developer community to better exchange experiences and skills. And we hope that through this appointment, voices from all regions will be amplified and reflected.
Oneblock’s contribution as DV
OneBlock+ was successfully elected as the exclusive representative for China in the second round of Polkadot’s Decentralized Voices (DV) program in June 2024. During our tenure, we actively participated in the Polkadot OpenGov governance system, systematically reviewed all governance proposals from June to September 2024, and completed voting decisions on 66 proposals, covering key areas such as technical development, marketing, community building, and media dissemination.
In our governance practice, we conducted professional evaluations and in-depth discussions on each proposal, actively organized dialogues within the Chinese community, and held meetings with some proposal teams. To enhance governance transparency, we established a dedicated Telegram discussion group to collect community feedback in real-time and regularly published voting results and decision rationale on Twitter, establishing a robust community oversight mechanism. These measures ensured that our voting decisions aligned with OneBlock+'s governance philosophy while fully representing the core interests of the community.
After several months of practice, we have gained a profound understanding of the significant responsibilities entrusted to DV members. Accurately evaluating proposals requires not only a deep understanding of the Polkadot ecosystem but also cross-disciplinary expertise. As long-term contributors to the ecosystem, OneBlock+ has demonstrated our capability to fulfill this role through our past outstanding contributions.
Following the completion of our second DV term, we have continued to contribute to the ecosystem in various ways. In terms of content creation, we have consistently hosted in-depth interviews with Polkadot core contributors and technical sharing events, produced technical analyses and market insights, updated the Substrate course system, and organized online and offline Rust programming activities. In the developer ecosystem, we successfully hosted Polkadot hackathons in Singapore (269 participants) and Bangkok (342 participants), total 191 projects,with Dr. Gavin Wood delivering open speeches. Post-event, we conducted exclusive interviews with finalist teams and helped promote their projects. Most recently, as a partner of the JAM Tour Asia, OneBlock+ assisted in promoting the event and recruiting numerous developers, significantly enhancing Polkadot’s influence on the Asian market. We remain committed to our mission of promoting technological adoption and fostering ecosystem growth, actively participating in initiatives that benefit the ecosystem.
Based on our past achievements, we are dedicated to becoming the most representative decentralized voice in Asia, collaborating with global contributors to showcase Polkadot’s core values. To this end, we formally apply to participate in the fourth cohort of the DV program, looking forward to continuing our contributions to Polkadot’s decentralized governance.
Our Governance Philosophy
As an organization that has long been dedicated to developing community education and supporting the Polkadot ecosystem, OneBlock+ excels in and is committed to reviewing and providing feedback on proposals related to community education, innovative and feasible projects, and initiatives that enhance the stability and growth of the Polkadot ecosystem. Having previously served as a DV member, we deeply understand the responsibilities and obligations of governance. Our governance philosophy is built on the following principles:
1.Transparency and Fairness: We pledge to evaluate all proposals transparently and fairly, ensuring that every vote aligns with the best interests of the community.
2.Support for Innovation: We encourage and support innovative proposals, particularly those that bring tangible value to the ecosystem. However, we do not blindly trust proposers’ promises and advocate responsible treasury spending with well-defined safeguards.
3.Community Engagement: We will continue to promote the participation of the Asian community, ensuring their voices are fully represented in the governance process.

We remain committed to engaging with proposal authors and providing pre-publication feedback. Our goal is to enhance the quality of proposals and ensure they are well-aligned with the community’s needs. While we provide feedback, we do not act as authors unless we are directly involved in the proposal.
Focus on Transparency Tools
We will utilize tools to enhance transparency. These tools help us provide comprehensive insights into governance activities and ensure our decisions are well-informed.
Our application to the Decentralized Voices program is driven by a commitment to transparency, pragmatic governance, and support for mission-driven projects. We believe that our experience and approach will contribute positively to the Polkadot ecosystem, fostering a sustainable and growing future. We look forward to continuing our journey within the Polkadot community and making meaningful contributions through the Decentralized Voices program.
Looking ahead, OneBlock+ is committed to further advancing the Polkadot ecosystem, particularly in the Asian market. Our future plans include:
- Expanding Community Engagement: We will continue to organize a variety of events, such as technical workshops, hackathons, and developer training programs, to attract and nurture more talent within the Polkadot ecosystem.
- Enhancing Educational Initiatives: We plan to update and expand our Substrate and Rust programming courses, providing developers with the resources they need to excel in the Polkadot ecosystem.
- Promoting JAM Technology: In 2025, we will launch a comprehensive campaign to promote JAM technology across China. This will include the development of JAM-focused developer courses and the organization of specialized hackathons to attract high-quality, innovative projects to the Polkadot ecosystem.
- Strengthening Regional Collaboration: We aim to foster stronger collaboration between the Asian community and the global Polkadot ecosystem, ensuring that the unique perspectives and needs of Asian developers are well-represented in governance discussions.
By implementing these initiatives, we aim to enhance Polkadot’s visibility and adoption in Asia, contributing to the ecosystem’s long-term growth and success.
