We want to understand the potential risks and adverse experiences that will be caused by doing so (without updating the Runtime). We need to evaluate this impact and decide whether to update it in the next update of Bifrost. (In addition, will updating the System.SS58Prefix constant affect other logic on the chain? Or is this just an independent factor?)
