There are definitely no standards today around how bounty decisions are made, recorded for posterity or presented to the community and it’s up to each bounty curator set to figure this out for themselves. It’s also potentially unclear which bounties exist or are active at any point in time, or how to find off-chain information about them. It’s a tall order to wrangle this but someone needs to do it
There are a few bounty organization-related efforts that I remember from OpenGov. Perhaps they can help, or at least you can be aware of them:
Leemo is currently proposing a “cleanup” of bounties: Bounty Cleanup | Polkassembly
Tom (StakePlus) was previously funded to create an indexer and API to underlie a future “agents” program, and I imagine it should index bounty related information, e.g. “To build a scalable and secure system for comprehensive data collection and processing, essential for capturing a broad spectrum of agent activities within the ecosystem.” Polkadot Agents Program - Phase 1 | Polkassembly
There was a recently awarded project by Galaniprojects GmbH to create a “Bounty Manager,” though at first glance it appears to be more on the management side rather than awareness or reporting: Treasury Proposal: Polkadot Bounty Manager UI Development | Polkassembly
