Ban Lunar Strategy from Polkadot Bounties & Treasury Refs

Unless there are convincing objections or any legitimate reason, I would like to submit a referendum to ban Lunar Strategy from all OpenGov proposals and funded projects from the Polkadot Treasury, unless they return the DOT from the DED marketing campaign that never launched.

That was close to $1M of the Treasury that was kept and has had no intention of returning - without performing any approved work to market DED, which we all know the end result.

For any ‘work’ they claim to have done or if they try to claim KOL campaigns, which would just be more FUD and reason to ban them - it is out right theft and absolutely NO reason Polkadot should ever do business with them again.

It is fine that the community will not pursue legal and criminal investigations (yet or at this point), but there is no plausible reason to continue to associate and allow them to think they can continue to steal from Polkadot.

For anyone that does not think anything was wrong or illegal, please have Lunar Strategy provide real verifiable receipts, contracts, invoices, or statements of work and the DOT distribution (tx/hash/ID or explorer reports) of the amounts they claim were spent for DED marketing.

Throwing parties or meeetups are not applicable for DOT expenditures were never approved for that use. Lunar has clearly stated it does not return the differences in DOT price appreciation, and uses the premium for “Polkadot parties”, which violates the terms for participating in OpenGov Treasury related projects.

If that is not enough, one look at the Marketing Bounty #33 will infuriate any reader and I’d rather not ignite that shitstorm of a topic so soon.
