Instead of debating every single opengov spend or grift (Useless) and a waste of time

I propose a debate of commencing a requirement for minimum voter participation requirement for all opengov proposals to get approved, unless approval rate 99%<.

My suggestion would be ~25%/Issuance.

And execution instant.
