Do we need a Polkadot Child Bounty Application Review System?

With the reliance on Bounties becoming more and more common and clearly a preferred strategy within the Polkadot Ecosystem. Do we need a better way of managing the messages and documents relating to all applications and decision making associated with the payment (or non payment) of child bounties and the analysis of the outcome to determine value for money spend?

The Xcavate team and the Kilt team recently partnered to develop a system call AssetDIDcomm (ref 1315). We also developed two specific use cases for this protocol 1. Relating to the interaction by user types in the realXmarket, a decentralised way of tokenising & fractionalisation, owning and controlling real estate assets. 2. Polkadot Bounty Application Review System (BARS), a way for bounty teams to consistently manage child bounty applications that can be fully transparent and auditable (even if some elements or all are encrypted).

The question I am asking with this forum post is “Does the community want to see such a system implemented?” If so, we need to organise a working party with the right stakeholders to ensure its done in a structured and risk controlled manner.

I’d like to gather comments and concerns on this platform before any further action is proposed.
