WIP work on the `SafeMode` pallet. I think it makes sense to split it into a `Sa…feMode` and `TxPause` pallets. Closes https://github.com/paritytech/substrate/issues/11626, related https://github.com/paritytech/substrate/issues/10033. This pallet allows a governance origin to ban certain calls. The alternative of having a `SafeCallFilter` could be incorporated but so far all para-chains seem to favour the per-call banning. This allows for finer grained control and can still be batched together. ## Scope ### Banning specific calls A permissioned origin can (un)ban specific calls by specifying a (`pallet`, `function`) tuple. Calls from `Config::SafePallets` cannot be banned. The pallet implements the `Contains<Call>` trait to act as call-filter like for the system pallet: ```rust impl frame_system::Config for Runtime { … type BaseCallFilter = InsideBoth<DefaultFilter, SafeMode>; … } ```
